Requesting is limited by the number of people requesting at any given time.
It won't be changing anytime soon.

it happens! on low-traffic days and hours, ive seen 5 minute/2 hour waits in the past, with system/admin reqs filling the queue along with one or maybe 2 RIPs
its working great as is; kudos to whomever sat down to figure out the current system.
